Kisah ini berawal dari seorang anak bernama Naruto yang memiliki cita-cita menjadi Hokage, yaitu pemimpin dari para shinobi/ninja di desa Konoha. Sebagai anak yatim piatu, nasib Naruto semakin mengenaskan karena kebearadaan monster rubah berekor sembilan (Kyubi) yang bersemayam di tubuhnya, sehingga semua orang menjauhinya. Hal inilah yang membulatkan tekadnya untuk menjadi Hokage dan semua orang mengakui keberadaannya….
